Dustin Black joined Dempsey Construction in 2023 and is currently a member of our Field Operations Team.

Dustin Sands joined Dempsey Construction in 2022 as a member of the Fields Operations team. 

Eli Balladares is a Superintendent and has been in the construction industry for 23 years. Eli started a career with Lusardi Construction as a laborer. He set his sights on being a carpenter and signed up for the AGC program, where he graduated as a journeyman carpenter in less than 2 years. Eli soon stepped into the role of leadman, then foreman, and then eventually became Superintendent. As a superintendent, Eli has direct responsibility for job site supervision of subcontractors and their crews, ordering and controlling material and equipment, job scheduling and labor cost controls, coordination and scheduling of city and county agencies, as well as overall coordination and scheduling of all subcontractors. Eli’s interests include spending time with his family, riding motorcycles, and working on cars. He currently resides outside of Temecula with his wife and 2 of their 4 kids.

Emilson Escobar joined Dempsey Construction in 2024 and is currently a member of the Field Operations team. 

Erick Moron joined Dempsey Construction in 2025 and is currently a member of the Field Operations team.

Frank Herrera joined Dempsey Construction in 2021 and is currently a member of the Field Operations team.

Gabriel graduated from Point Loma Nazarene University in 2017 with a B.S. in Engineering Physics – Mechanical Engineering. Gabriel wants to instill a sense of pride into everything he does. This means handling every task to the best of his ability, and seeing every decision through. He would like every customer at the end of a project to think, “there’s no way it gets better than this.” Gabriel enjoys spending his free time with his friends and family. He is always up for the challenge of a board game or escape room.

Garrett brings more than 23 years of construction industry experience to the team. Throughout his career, he has contributed to a wide range of projects, including work at Camp Pendleton on barracks and commissary facilities, the Pinnacle Tower in downtown San Diego, the new Central Library, and, most recently, the new West Building adjacent to the San Diego courthouse. His field experience spans military, high-rise, multifamily, and other commercial projects. Garrett believes that while experience matters, it’s all a team effort! Garrett was born and raised in Ventura, California, and has been married to his wife, Nicole, for 18 years. Together, they have three kids. Outside of work, Garrett enjoys fishing, surfing, riding motocross, and golfing.

Gustavo Leon Rodriguez joined Dempsey Construction in 2025 and is currently a member of the Field Operations team.
